Because it is gradual exposure to peeing in the presence of one or more people, you need a pee buddy if you are doing it in a private house, or in public toilets that are little used. But if you are doing it in more busy public toilets, the members of the public are giving you the exposure you need, so you don't need a buddy. BTW be sure to practice at one level if possible, until you are comfortable at that level: only then move up a level. You mention using cubicles with open doors, urinals and troughs, so you are all over the place.
