Well...it is not shocking that men pee in public. In the days before public toilets, that was what men did. Whether in the fields or in the streets.
One of the problems nowadays is that children are brought up in urban surroundings, in houses with easy access to indoor toilets, and in small familes, and so can get less experience of peeing with others around; unless the parents (dads especially) make a point of sharing the bathroom with the child.
Note also that plenty of women pee in groups at parties.
Peeing can be entirely voluntary if the upbringing has not introduced hang-ups, or has not given the necessary life experiences.
